طراحی مدل تاب‌آوری شبکه‌های همکاری در شرایط شیوع کرونا (مورد مطالعه شبکه توسعه اجتماعی رسالت)

چکیده

آثار شیوع ویروس کووید-19 از نظر ماهیت همانند برخی بلایای طبیعی غیرقابل پیش‌بینی است، بنابراین آمادگی برای واکنش در زمان کوتاه و با راندمان بالا حائز اهمیت است. شبکه‌های همکاری در مدیریت بحران می‌توانند موثر باشند اما خودشان تحت تأثیر آثار بحران قرار دارند و اغلب سطح عملیاتی آن‌ها دچار افت می‌شود و لازم است قابلیت‌های لازم برای تاب‌آوری را داشته باشند. هدف از این مطالعه طراحی مدل تاب‌آوری شبکه‌های همکاری با تاکید بر سیستم راهبری شبکه همزمان با وقوع یک بحران واقعی به نام شیوع کرونا ویروس است که به دلیل وجود پیچیدگی‌های مسأله، ذینفعان و نقش‌آفرینان متعدد و ابعاد متنوع از روش سیستم‌های نرم برای تحلیل آن استفاده شده است. بر این اساس ضمن بررسی و مصاحبه با مطلعین و ترسیم تصویر غنی وضع موجود، مدل تاب‌آوری راهبری شبکه با روش تکمیلی مدل‌سازی ساختاری تفسیری جامع ترسیم شد. نتایج مقایسه تصویر غنی و مدل ارائه شده نشان می‌دهد که قابلیت‌های پویا به عنوان سنگ بنای مدل تاب‌آوری شبکه عمل می‌نماید. بر همین اساس پیشنهاداتی ساختاری در جهت افزایش تاب‌آوری شبکه‌های همکاری در دوران شیوع ویروس و پسا کرونا ارائه شد.

Similar to any natural disaster, effects of Covid-19 virus outbreak are unpredictable in nature; therefore, it is of significance to be ready to react to uncertainties swiftly and efficiently. While collaborative networks can be effective in crisis management, they themselves are affected by the effects of the crisis and, often, their operational level may decline; therefore, they need to possess necessary capabilities to survive. The aim of this study is to design a resilience model of collaborative networks with emphasis on network management system under a real crisis, namely the outbreak of coronavirus. Given the complexity of the problem and the involvement of multiple stakeholders, this study applied soft systems methodology to analyze the whole problem. After reviewing related data, interviewing the informants, and drawing a rich picture of the current situation, the network leadership resilience model was formulated using the complementary method of total interpretive structural modeling. The results of the comparison between the rich picture and the presented model showed that the dynamic capabilities of such networks represented the cornerstone of the network resilience model. Accordingly, a number of structural proposals were made in order to increase the resilience of collaborative networks during the outbreak of the virus and the post-corona world.
