The purpose of the present study was the interpretative structural modeling of sustainable employment development strategies in free trade zones based on the 7th Development Plan. This study is based on the practical goal and from the perspective of the method, it is in the field of mixed studies with the inductive-comparative approach. In the qualitative part, identification of the components of improving the export of free trade zones with sustainable employment development strategies in the context of the seventh development program was done through semi-structured interviews based on theoretical saturation with 19 research experts who were in two departments. The first part included professors in the field of human resources management and the second part included organizational experts in the country's free trade zones. Coding and analysis of the data from the interviews conducted using Maxqda 2020 software led to the identification of 14 main components. Then, in the quantitative part, interpretative structural modeling method was used to compile the hierarchical model for the purpose of the research. The data required for this section was also collected using the self-interaction matrix. The analysis of the data collected with Matlab software led to the formation of seven levels, of which economic tourism, political entrepreneurship, networking and external capacity building were the most effective, and job-employee fit and communication skills were the most effective components.
