ارائه الگوی ارزیابی و بهبود عملکرد مناطق آزاد تجاری با رویکرد بیبلیومتریک

چکیده

موفقیت مناطق آزاد به ارزیابی منظم و مستمر اجزا و نیز هماهنگی میان این عناصر بستگی دارد. مطالعه حاضر با هدف آشکارسازی اجزا و عناصر مناطق آزاد و ارائه چارچوبی برای ارزیابی و بهبود عملکرد این مناطق انجام شده است. روش انجام پژوهش توصیفی–تحلیلی و مبتنی بر اسناد کتابخانه‌ای است. داده‌های مورد نیاز از پایگاه استنادی اسکوپوس و همچنین گزارش‌های سازمان‌های بین‌المللی در بازه زمانی سال‌های 2000 تا 2025 استخراج شده است. تحلیل هم‌رخدادی واژگان به‌منظور شناسایی خوشه‌های اصلی و اجزای مناطق آزاد و نیز ارائه نتایج گرافیکی داده‌های بیبلیومتریک با استفاده از نرم‌افزار VOSviewer انجام شده است. با بررسی و مرور نظام‌مند ادبیات پژوهش، اجزای مناطق آزاد در قالب سه عنصر «چارچوب قانونی»، «مشوق‌ها» و «زیرساخت‌ها» شناسایی و مدل پژوهش ارائه شده است. تعامل میان این مؤلفه‌ها برای موفقیت مناطق آزاد بسیار حائز اهمیت است و لازم است از یکپارچگی و تعادل میان تمامی اجزا اطمینان حاصل شود. این مقاله چارچوب و ساختاری را تبیین می‌کند که با هدف پشتیبانی عملی و تقویت درک نظری سیاست‌گذاران و مدیران مناطق آزاد ارائه شده است. همچنین، با شناسایی و معرفی اجزای تشکیل‌دهنده مناطق آزاد، امکان ارزیابی امکان‌سنجی این مناطق در کشور و نیز انجام ارزیابی‌های منظم و بهبود عملکرد آن‌ها فراهم می‌شود.

چکیده [English]

The success of free zones depends on the regular and continuous evaluation of the components and coordination of these elements. The present study aims to identify the components and elements of free zones and provide a framework for evaluating and improving the performance of the zones. The research method is descriptive-analytical and based on library documents. The required data was extracted from the Scopus citation database as well as reports of international organizations in the period 2000-2025. Word co-occurrence analysis was performed to identify the main clusters and components of free zones and to present the graphical results of bibliometric data with VOS viewer software. By systematically reviewing the literature, the components of free zones were identified in the form of three legal elements, incentives and infrastructure and a research model was presented. The interaction between these components is very important for the success of free zones and the integration and balance between all components must be ensured. This article describes a framework and structure that is presented to provide practical support and strengthen the theoretical understanding of policymakers and free zone management. Also, by identifying and introducing the components of a free zone, it enables feasibility assessments of zones in the country, as well as regular evaluations and improvement of the performance of the zones
